St. Bernard council unanimously adopts a package of emergency resolutions and ordinances; executive session set on litigation

The St. Bernard Village Council voted unanimously on a package of actions at its May 22 meeting, suspending further readings and adopting several resolutions and ordinances as emergency measures.
Resolution 5 (authorizing the mayor to execute an agreement with Energy Alliances Inc. to support a potential energy-aggregation ballot initiative) was read, a motion to suspend the second and third readings passed, and the council adopted the resolution by a 7–0 roll-call vote. Resolution 6, a renewal of a 7-mill real property tax levy, and Resolution 7, approving the final Hamilton County 911 plan pursuant to Ohio Revised Code Chapter 128, were each read, suspended, and adopted by the same unanimous vote. Resolution 8, authorizing an application to participate in the Metro Transit Infrastructure Fund, followed the same procedure and was adopted unanimously.
Ordinance 15 (authorizing the auditor to transfer funds and appropriate additional funds) was read, suspended and adopted; see the separate article for detailed line-item appropriations. Ordinance 16, transferring 4416 Greenley Avenue to the Community Improvement Corporation and declaring an emergency, also passed by unanimous roll call.
Motions and recorded votes: The meeting transcript records the common pattern used for each item: a motion to suspend further readings (commonly moved by Mr. Schultmire and seconded by council members such as Mr. Estep), and a motion to adopt (moved by Mr. Morton in several instances and seconded by other council members). Each adopted resolution and ordinance shows seven "ayes" and no "nays" in the clerk's roll-call.
Executive session and next steps: Council approved a motion to go into executive session at the end of the meeting to discuss pending and potential litigation; the council did enter that executive session and returned before adjourning. The next committee of the whole is scheduled for June 12 at 7 p.m.
