Treasurer and tax administrator Miss Helms told the Sept. 11 committee that August 2025 tax collections were $561,994 and that she is proposing Ordinance 24 to simplify section 182.17 of the municipal tax code by removing language that redundantly references the state tax commissioner rather than the local tax administrator.
"This is basically just to simplify and remove some unnecessary language that pertains to the state tax commissioner and not the tax administrator," Helms said, adding that the change removes redundant text related to state collection processes. She said refunds for August totaled $6,590, tax collected with capital recovery was $192, and delinquent tax collected with the Ohio Attorney General's office was $3,157. Third-quarter estimated tax bills are expected to be mailed the second week of October.
Helms said the Laws, Contracts & Claims committee on Sept. 17 will discuss adding a provision to the tax code to make it mandatory for new residents or businesses to register with the village; she described the change as correcting a current gap in the code that lacks an explicit mandatory-registration provision. The ordinance text was provided to committee staff and will appear on the council agenda next week for further consideration; no formal vote occurred at the Sept. 11 meeting.
The committee record shows a percentage decline for August collections of 7.91 compared with August 2024; the transcript contains a truncated dollar figure alongside that percentage and the dollar shortfall is not fully legible in the record.
