At its November meeting the Mocksville Town Board approved a package of administrative and financial policy updates and heard an ABC audit presentation and other staff reports.
Finance staffer Raina introduced an amended electronic transaction policy and an associated resolution to set procedures for secure electronic payments — examples cited included the use of credit and fuel cards for purchases — and a cash‑management and investment policy aiming to preserve capital, prioritize liquidity, and ensure compliance with state law. The board moved to adopt the electronic‑payment resolution and policy (motion from Rob) and approved related cash‑management resolutions by voice vote with no recorded opposition.
Marsha Hendrickson presented the local ABC audit. She reported that the town received distributions of $138,500 this fiscal year and said the ABC board had paid down roughly $54,000 of debt during the year. Hendrickson also stated a cumulative distribution figure since the ABC board began that was presented in the audit materials approximately as $341,000.
Emily presented nine recommended updates to the Personnel Policy and Procedure Manual. Key changes include: clarifying part‑time wage treatment (a town minimum base market rate was discussed during the meeting), establishing clearer rules for merit increases (including eligibility before midpoint under some conditions), updating firefighter scheduling and overtime treatment for a non‑shift 40‑hour schedule, allowing firefighters to carry over up to 24 hours of comp time into the next fiscal year, renaming the department reference from 'Public Services' back to 'Public Works' in policy documents, clarifying salary adjustments tied to certifications and degrees, tightening the firearms policy to prohibit employees from carrying firearms (except those authorized) on town property or while on duty, and updating 401(k) plan sponsor naming and eligibility details tied to new state law effective Jan. 1, 2025 (staff emphasized the law expands employee eligibility but does not mandate employer matching contributions).
The board voted to adopt the amended Personnel Policy and Procedure Manual and the amended classification/salary schedule (motions from Rob, second from Jenny), and staff said those changes will be reflected in the policy manual and salary schedule distributed to employees.
Staff also presented corporate limitation revisions for PAL reporting of municipal street mileage (noting an increase from 32.55 to 34.07 miles for FY23‑24), and the board adopted the PAL reporting adjustment (motion from Carl, second from Justin). Staff briefed the board on a CDBG building reuse pre‑application related to a potential tenant for a large vacant building; staff said a full application would require later board approval and that the pre‑application itself does not obligate the town to accept funds.
Following the administrative votes the board moved into closed session and later took motions related to approval of an interim manager contract; the motions were recorded and voted on in open session afterward.
