Clarkdale council enters executive session, says it will present positive town manager evaluation

The Clarkdale Town Council on Oct. 28 voted by voice to enter executive session to discuss the town manager's annual evaluation and matters related to potential real-property negotiations, then reconvened to say it will present a positive evaluation letter and continue work on the Benz Trail warehouse land.
Moderator opened the special meeting at 1:30 p.m. at the Clark Memorial Clubhouse and conducted roll call; Vice Mayor Hunetter, Council Member O'Neal, Council Member Babbot Pierce, Council Member Jones and Mayor Prudon Bower were recorded present, giving the council a quorum.
The moderator introduced agenda item No. 3 as “a possible vote to enter into executive session,” noting the council intended to discuss personnel matters (the town manager's annual evaluation), seek legal advice, and instruct representatives on negotiations related to real property. On the record the moderator cited state executive-session provisions as the basis for closing the meeting to the public.
Vice Mayor Hunetter moved "to enter into executive session as outlined," and Council Member Jones seconded. The council voted by voice; the moderator announced, "Motion carried. We are now in executive session." The minutes do not record individual roll-call votes or a written tally for that motion.
The meeting returned to open session at 2:57 p.m. The moderator said the council "are going to move forward with a positive annual evaluation letter of our town manager that will be presented at the next meeting." The moderator also stated the council would move forward with items related to the Benz Trail warehouse land for further discussion.
No formal public discussion or deliberation of the town manager's evaluation or the Benz Trail property took place on the public record; those deliberations occurred during the closed executive session. After the announcements, Vice Mayor Hunetter moved to adjourn, Council Member O'Neal seconded, and the council adjourned at 2:58 p.m.
