Thurston County SWAC approves agenda and minutes, cancels July meeting and discusses adding a labor seat

The Thurston County Solid Waste Advisory Committee reached quorum after a late arrival and returned to action items on May 7, approving the meeting agenda and the April 2 minutes. Members voted to cancel the July 2 SWAC meeting because the planned solid‑waste management plan kickoff was rescheduled to August.
Public comment at the start of the meeting included a written statement read by Heather Slusher, president of Teamsters Local 252, urging the committee to include a union representative. That comment prompted an extended committee discussion about membership, quorum effects, conflicts of interest and alternatives to a full voting seat.
The committee did not adopt a change to its membership at the meeting. County staff referenced a governance “crosswalk” document outlining state RCW, county code and committee bylaws that will guide any future proposals. Members discussed several options: creating a nonvoting advisor position, forming a subcommittee or conducting targeted outreach to ensure frontline worker voices are heard without creating conflicts of interest or raising the number of votes required for quorum.
Procedural actions taken:
• Agenda approval — motion moved and seconded on the floor and passed unanimously.
• April 2 minutes — motion passed with one abstention (Ron Jones noted he was not present at the April meeting).
• Cancel July 2, 2026 meeting — motion passed; the agenda item originally scheduled for July (solid waste management plan kickoff) will move to August.
Manager’s report and announcements: the committee was told of a county compost giveaway set for Saturday, May 16 (11 a.m.–2 p.m.) at the Thurston County Fairgrounds; the county received 40 cubic yards of compost donated by Brady Trucking and limited distribution to one cubic yard per household. The manager noted his last regular SWAC meeting will be in June ahead of retirement and staff will schedule a recognition.
What’s next: Staff will return with options and legal/administrative steps if the committee wants to pursue membership changes; the solid‑waste management plan process will resume in August with chapter reviews and public engagement.
