City staff presented a sweeping update plan to modernize Pasco’s municipal code and land-use maps to comply with state mandates and reduce confusing language and conflicts.
Miss Matson said the city is behind on periodic updates and is using a consultant to help tackle a list of roughly 100 code fixes and thousands of map discrepancies. Staff flagged key state-mandated topics including middle housing, accessory dwelling units and HB 1220 (requirements for certain emergency, transitional and permanent supportive housing). Attorney Colón confirmed that House Bill 2266 changed documentation requirements for transitional and permanent supportive housing.
The plan includes zoning consolidation (reducing more than 20 commercial/residential zone variants to fewer, clearer categories), clearer permit types and administrative procedures, and outreach to stakeholders including the Home Builders Association and local realtors. Matson said staff would prioritize subdivision regulations and the zoning code this year and run public outreach with planning commission and council in the fall.
Council members generally supported the work and asked for representative stakeholders (realtors, HBA) at the table. Staff said the comprehensive plan and code audit are on a tight schedule to meet state deadlines and that they will return with specific change proposals.
