The Land Resources and Parks Committee reviewed a conditional use permit application to repurpose an existing barn as a seasonal retail store selling produce, meats, general merchandise and seasonal items. Staff described proposed operations (May 1–Nov 1, 8 a.m.–6 p.m.), parking plans (25 spaces, including 4 ADA spaces), use of portable toilets as sanitary facilities, and a range of 15 standard conditions addressing noise, lighting, wastewater, parking layout, screening, and required permits.
Staff specifically noted that motor vehicle sales or rental (including U‑Haul sales/rentals) are not listed as a permitted or conditionally allowed use in the A‑2 district and therefore that activity would be prohibited unless the property were rezoned to a commercial classification. Committee members discussed how to record that in the findings. Staff recommended approval of the retail use with conditions but indicated vehicle sales/rental would require rezoning and separate permitting.
The committee voted to approve the conditional use permit for the retail operations subject to the listed conditions and to explicitly exclude motor vehicle sales or rental from the approved use. Staff was directed to prepare permit documentation reflecting that limitation and applicable conditions (including septic validation, lighting plan, parking plan and any required land‑use permits).
