Staff listed 11 standard conditions typically applied to this type and size of project, including obtaining all applicable permits and approvals, a one‑year expiration unless construction is diligently pursued, limits on outdoor storage and requirements for secure fencing where materials are stored, proper disposal of oils and hazardous materials off‑site, and limits on exterior lighting.
The applicant identified themself in the hearing record and said they had no further comments beyond what staff presented. Committee members asked clarifying questions about hours and fencing. One member noted that hours of operation were explicitly set at 6 a.m. to 6 p.m. and that fencing would be required only where materials were stored; the applicant said existing gate and chain access would make fencing a minor hardship. After committee discussion, a member moved to approve the conditional use permit based on the staff findings and conditions; another member seconded. The motion carried by voice vote. The committee directed land use administration staff to draft and issue a conditional use permit incorporating the decision and the listed conditions.
The committee also clarified that, under section 2.36 of the Dodge County Land Use Code and Wisconsin Act 67 standards discussed in the staff report, approval rests on substantial evidence in the record and may include measurable, practicable conditions.
