Board President Panzor Kamkar reported the action in a public session after the board met in closed session. "In closed session tonight, the board appointed Dr. Tom McCoy to the position of district superintendent of schools, subject to the negotiation of an agreement on the terms of an employment contract," Kamkar said. He said the motion was made by Dr. Emily Weisberg and seconded by Clerk Cano. Kamkar read the vote as four ayes with one member absent.
Why it matters: The appointment ends a months-long superintendent search. Kamkar outlined the search timeline: the board interviewed three firms on Dec. 11 and hired Education Support Services (ESS), with advisors Mike Matthews and Roger Rice; ESS advertised the position, sent a Jan. 14 survey and held in-person and virtual forums to gather input. Kamkar said "more than 600 people responded to the survey," and ESS summarized "nearly 800" total responses when in-person conversations are included.
Board members reviewed the applicant pool and interviews before selecting McCoy. Kamkar said McCoy has led the Oxnard Union High School District as superintendent for six years and has served as a high school teacher, principal and assistant superintendent, adding, "We believe he will be an outstanding leader for our community." The board said it will distribute a press release with more details after the meeting.
Next steps and process limits: The board emphasized that financial terms of the contract can only be discussed at a regular meeting. To prepare, the board asked for two members to meet with Dr. McCoy and bring a recommended contract to the March 26 regular meeting; the contract will be available to the board prior to that meeting. Dr. Emily Weisberg nominated Board President Panzor Kamkar and Board Member Olsen to serve as the negotiating team; after confirming with board counsel that Member Olsen could be appointed in her absence, the board approved the appointments unanimously.
