SFOC votes to recommend changing bylaws to quarterly meetings and to authorize independent legal review

At the meeting the Bylaws Review Subcommittee reported two formal recommendations: (1) recommend the Board of Education amend Section 5.1 of the SFOC bylaws to change the committee’s meeting frequency from at least monthly to at least quarterly, and (2) authorize an independent third‑party legal review of the bylaws with the subcommittee serving as active participants in that review.

Charlotte (committee member) moved the first recommendation: “I move that the SFOC recommend that the Board of Education that section 5.1 of the bylaws be amended to change the meeting frequency from at least monthly to at least quarterly.” The motion was seconded and, after discussion about interim reporting access and the ability to convene more frequently if needed, passed on a voice vote.

A second motion to request an independent legal review of the SFOC bylaws, with the bylaws subcommittee participating in the review, was also moved and seconded and passed on a voice vote.

Committee members asked that quarterly meetings be aligned to interim financial reporting and that the subcommittee and staff ensure continued access to budget analytics and ad hoc reports between meetings. Staff said they will coordinate with legal counsel and incorporate committee feedback into the review process; the subcommittee asked to meet with counsel once draft revisions were available.

No final change to bylaws occurs until the Board of Education reviews and acts on the SFOC recommendation.
