Missing or downed public‑notice signs prompt postponements of three Aurora planning items

The Aurora Planning and Zoning Commission on April 8 postponed several agenda items after commissioners reported that required public‑notice signs were missing or had fallen down during site visits.
Commissioners said they found posted signs lying flat or not visible for the Black Rock Coffee application (items 8F and 8G) and the Echo Suites sign adjustment (item 8H). Commissioner Hogan said he would not consider a sign lying on the ground to be proper posting. "If the sign is laying down, I would not consider that proper posting," he said.
Lena Mlen, senior assistant city attorney, read the Unified Development Ordinance posting rules cited by staff: development applications that require a public hearing must be posted in a place clearly visible from the public right‑of‑way for at least 10 calendar days before the hearing, with sign number, size and placement prescribed by the planning director. She said posted notices may be furnished by the city and must be removed seven days after the hearing.
After discussion about weather and possible tampering, the commission voted unanimously to postpone items 8F and 8G to April 22 to allow time for proper posting; staff reported a photo showing the sign had been posted at some point but that it did not remain in place for the full notice period. The commission also voted to postpone item 8H to April 22 for the same reason.
Janine Rustad, director of planning and business development, told the commission staff will study signage and notice requirements and, in the near term, provide applicants with a written statement when signs are issued so applicants understand they are responsible for ensuring signs remain visible during the posting period.
The commission emphasized its duty to represent the public by ensuring adequate notice before hearings. The postponed items will be rescheduled after staff and applicants confirm proper posting consistent with the UDO.
