BMZA approves driving school and large lot-area variance at 4121 East Lombard Street
Summary

On April 7 the Baltimore City Board of Municipal and Zoning Appeals unanimously approved a conditional use for a driving school at 4121 East Lombard Street and granted the requested lot-area variance.
Planning staff told the board the I2 zoning district’s 20,000-square-foot lot-area requirement is generally impractical on the block, which is composed of smaller rowhouse-style or small commercial lots; planning recommended approval of both the conditional use and variance.
Applicant Ingred Lopez, representing DNI Multi-Services LLC, said she leased the location intending commercial use and that the driving school will provide classroom instruction locally with behind-the-wheel training conducted off-site. Lopez said on-site vehicle parking would be minimal and that she has arrangements to use offsite parking spaces if needed.
Board members found the practical difficulty stems from the code and the existing lot pattern, not from actions by the applicant, and therefore approved the conditional use and the lot-area variance (the applicant proposed 6,812 sq ft where 20,000 is required, a variance of 13,188 sq ft).
The written resolution will be mailed to parties of record and will include appeal instructions.
Vote: 3–0 in favor.
