The Baltimore City Board of Municipal and Zoning Appeals on April 7 unanimously approved a lot-area variance to allow 1822 West North Avenue to be used as three dwelling units.
Planning staff reported that the property previously had authorization for three dwelling units and that a zoning-code provision reducing approved units after evidence of abandonment left the site authorized for two units. The applicant, Joanne Douglas, testified about the building’s history and current layout and said the structure can support three units.
Board members found exceptional circumstances tied to the property’s history and physical configuration and concluded strict application of the lot-area standard would pose a practical difficulty. The board adopted planning’s findings and approved the variance by a 3–0 vote.
The decision restores the property to use as three dwelling units; the written resolution will follow and be mailed to parties of record.
