The Kent City Council voted April 7 to authorize an additional term‑limited full‑time position in the finance department and to increase the utility‑billing replacement project budget by $215,000.
Customer Service Manager Molly Bartlame told council the city’s current utility billing system is more than 35 years old and the implementation effort requires more staff time than originally budgeted. Bartlame said the requested 40‑hour term‑limited position would backfill front‑line tasks and free existing staff and analysts to focus on the replacement project, which will include an intensive realization phase later this year. Bartlame estimated staff are currently spending far more than typical hours on project activities and anticipated a concentrated workload between September and January during system rollout.
Council moved and seconded the budget and FTE authorization; the motion passed on a voice vote.
The change was described as a temporary staffing adjustment intended to support the city through the replacement project.
