One equipment appropriation passed with an abstention from Councilwoman Wilson; otherwise the consent agenda passed unanimously.
The council recorded that several items had substitutes or required suspension of rules, and staff noted follow‑up steps for implementation. The training facility at Eastwood Avenue — the evening’s most contested item — was tabled for further review and will return to committee for additional language and enforcement details.
