Finance Director Steve Boyd told council the city charter requires staff to submit a budget in October, adopt a budget in November, and then appropriate funds in December; the appropriation ordinance gives staff the authority to spend within the adopted budget. Boyd said the Q4 amendment is a routine final adjustment to ensure funds and departmental totals match year‑end activity and that many line items reflected decreases where projects were not completed as expected.
Councilor Wymer asked staff to circulate the net totals of increases and decreases in the amendment; Boyd agreed to provide that summary. The appropriation and the amendment were adopted per council motions and roll calls recorded by the clerk.
