Kane County board postpones Housing Readiness Action Plan amid local-control concerns

Board member Alan (speaker 33) moved to postpone to allow staff and members to re-review the plan's guidance and ensure protections for established neighborhoods; he cited input from Elgin and Aurora and asked for additional municipal review. Chris Toth, planning division manager, told the board that delaying adoption would push back CMAP-provided local technical assistance that municipalities had applied for and that adoption is a prerequisite for that assistance to begin.
Members split on the tradeoff: proponents of postponement said municipalities needed more time to review and to prepare neighborhoods for potential changes; opponents argued that adoption unlocks technical assistance and grants and that delaying may slow local planning.
The board ultimately approved the motion to postpone adoption until the June board meeting, noting the tradeoffs: municipalities that applied for CMAP technical assistance will see that start delayed by about 30 days, while members who requested more local review said they would use the interval to consult with municipal stakeholders.
What happens next: Staff (planning division) will return with additional materials in June and municipalities that had applied for local technical assistance were told that their assistance timelines would be offset if the county board delays adoption.
