Norwalk Bikewalk Commission approves $600 for instructor certification, outlines spring outreach and awards plan

The Norwalk Bikewalk Commission on March 2 approved a $600 payment to cover League Cycling Instructor certification and membership for commissioner Brian Clark and mapped out outreach plans for spring community events.
Emily Bernamman, chair of the Norwalk Bikewalk Commission, led a budget discussion that covered marketing, outreach, training and vendor procurement rules. Commissioners debated certification costs, noting online and in-person components for the League Cycling Instructor course and membership fees; after the discussion the commission moved and unanimously approved $600 to cover the in-person course and anticipated membership fee for Brian Clark.
Brian Clark confirmed he is registered for the in-person dates and said, "May 15th through 17th. Uh I will make it happen." The commission recorded the spend as a priority to grow on-the-ground training capacity and to have an additional certified instructor in the city.
Commissioners also discussed using remaining budget for outreach: printed business cards with QR codes, tent and swag inventory at the Yankee Doodle Garage, and low-cost email and website platforms (options in the $10–$200-per-year range were discussed). Greg Pachelli (TMP staff) clarified city purchasing rules: purchases up to $2,500 require one quote, $2,500–$5,000 require two quotes, and above $5,000 require three quotes plus vendor W9s.
Several event and outreach items were confirmed. The commission will promote and staff community events including the Earth Day festival walking parade (confirmed for Saturday, April 25), Bike Walk & Roll to School (national event on Wednesday, May 6) and the Norwalk for Mental Health walk and tabling event on Saturday, May 2. Jalia from the health department announced updated Norwalker walking maps with two new ADA-accessible loops and a community walk on April 23 using the new route.
Commissioners also discussed creating an annual Norwalk BikeWalk award to recognize community advocates; members suggested framing criteria around equity, engineering, education, encouragement and evaluation, and using commission funds for a plaque or trophy and an annual nomination process.
Procedurally, the commission approved special-meeting minutes from Feb. 9, 2026 earlier in the session and adjourned at the meeting’s close.
