Facilities update: Jefferson ADA pushed to 2027, roofing mostly complete but final payments pending

Rickman said the presentation format now lists school names, contract amounts, change orders and final not-to-exceed totals to make expenditures clearer. Committee members asked whether roof repairs at Walt Disney Elementary were FEMA-funded; staff said those repairs were reimbursed by FEMA and insurance and were tracked separately from bond-funded projects.
Malihay explained Jefferson's ADA work is substantial: the campus requires several site surveys, architectural work and approvals from the Division of the State Architect. "Normally, a project that has to go to DSA takes about two years...construction in 2027 is very soon," she said, describing an expected design and survey sequence before bid and construction.
On roofing, a member compared exhibit columns and noted "not to exceed" totals that equated to actuals. Staff clarified that many roofing projects were completed in the 2024-25 summer and are 100% complete, but final invoices and county payments remain in process because the county retains 5% for 30 days before releasing final warrants.
Members urged the district to provide clearer project phasing and a prioritized list showing what may be displaced when projects are accelerated for code or CIF/Title IX compliance. The committee requested an expenditure report tying each project to its funding source and said it wants job walks and design presentations as summer work begins.
