Highlands council rejects bids for Overlook Park and Frank Hall Park and authorizes rebid

The Highlands Borough Mayor and Council on July 23, 2025 adopted two resolutions concerning procurement for improvements to Overlook Park and Frank Hall Park, accepting the withdrawal of one bidder and rejecting the remaining bids and authorizing the borough to rebid the project.

The council introduced resolution R25155 to accept the withdrawal of SDW Construction, Inc.'s bid for the Overlook Park and Frank Hall Park project and adopted it by motion. Council members present recorded affirmative responses and the presiding officer stated, “Motion carries to adopt resolution R2515.”

Minutes later the council introduced and adopted resolution R25156 to reject all bids for further improvements to the same parks and to reauthorize a rebid of the project. The presiding officer recorded the motion as carried.

A meeting official explained why the council took the actions, saying there had been “a tremendous amount of arithmetic errors” in the submitted bids and that, as a result, the borough had "scrapped all the bids" and would put the project back out to bid; the official added the rebid could begin as soon as the next day now that the resolutions were adopted. The council opened a public-comment period and stated the rules for participation (name, address, affiliation and a three-minute limit); no members of the public stepped forward and the presiding officer closed the public portion.
