Sandaval operations board elects leaders, approves SOPs and affirms county legal counsel

The board formally approved standard operating procedures that include new language directing public‑records requests for CAD and 911 records through Sandaval County's public‑records portal; staff explained the change would route such requests to the county’s legal team for processing and provide a fallback email for portal failures. County counsel explained agencies should forward requests they do not custodian for, and the PAC will fulfill requests for records it maintains.
Board members also voted to designate Sandaval County’s attorney as legal counsel for the PAC and to authorize outside counsel if a county conflict arises. County staff presented a high‑level budget update noting more than $7 million in capital and startup expenditures (funded through a mix of county reserves, legislative and DFA support and an agreed Rio Rancho contribution). Members agreed to quarterly budget updates and to keep monthly operations meetings during the center’s early months.
