The committee voted to recommend permission to publish a set of regulatory updates that revise administrator endorsement language and correct cross-references across COMAR.
Assistant State Superintendent Kelly Meadows explained the change to COMAR 13A.12.05.05 (Supervisors of Instruction, Assistant Principals, and Principals), which replaces the former Administrator 1/2 terminology. The amendment carves out historic Administrator 1 and Administrator 2 endorsements so that individuals holding those endorsements may continue to serve in equivalent roles and reinstate those credentials if they expire, rather than being required to complete a full initial licensure pathway.
Meadows said companion edits to related regulations (including library media administrator and supervisor of special education chapters) update references so the historic endorsement remains in place while the new titles appear where appropriate. Committee members moved, seconded and voted to recommend permission to publish these regulations for public comment.
The items will proceed to the full State Board for the permission-to-publish stage and public comment.
