Project manager Jackson Fleshman said Phase One will replace roughly 5,600–5,700 feet of water main and serve about 74 service connections across the Pine Villa subdivision and adjacent streets, with work scheduled for summer months to avoid Ponderosa Elementary traffic. Nine contractors bid; the low responsive bid was about $1.23 million. Staff requested a 10% contingency (bringing the award request to roughly $1.354M) and explained the engineer’s estimate was higher ($2.2M), a difference staff attributed to a competitive bid environment.
Council also approved a construction management services agreement with the city’s consultant (Century West) to provide construction oversight and inspection; that contract plus contingency was about $248,820. Staff noted the pipeline replacement fund will cover project costs and that savings versus the engineer’s estimate would remain in the fund for future pipeline projects. Phase One construction is planned for summer 2026 with community open house and resident notification in advance.
Next steps: city to issue notice of award, finalize contracts, hold a public open house for affected residents, and begin summer construction coordination to minimize neighborhood impacts.
