Commission delays Veterans Village map extension after residents press for proof of progress

The Oroville Planning Commission on Feb. 26 declined to grant an immediate final extension for the Veterans Village tentative subdivision map and asked the applicant and the city's housing staff to provide a detailed progress report before the commission takes a final vote.

Marshia Henderson, a resident who spoke during public comment, urged commissioners to deny the extension and asked for documentation about project financing, past performance and the city's loan to the veterans housing non‑profit. Henderson noted she reviewed the developer's online materials and found gaps, asked how the city’s $1.75 million loan had been used and questioned whether multiple incomplete projects elsewhere indicate a pattern: "I urge the commission to take a hard look at the big picture and deny their extension request," she said.

Commissioners noted this would be the last extension available (the map would run out of extensions in 2027) and pressed staff for evidence that Veterans Housing Development Corporation (VHDC) has secured financing and is making measurable progress. Several commissioners suggested City housing staff and VHDC (including Amy Bergstroen, who has worked with the group) appear at the next meeting with a report itemizing funding applications, timelines and steps remaining. The commission's staff reported a recent Zoom update with VHDC in which the group said it was “diligently pursuing financing,” but commissioners said they need written evidence to justify another extension.

The commission did not deny the request outright but signaled that, unless VHDC presents concrete evidence of funding and a credible construction timetable, commissioners are unlikely to grant the final extension. Staff indicated the map's current expiration date allows time for VHDC to provide a report; the commission asked staff to schedule VHDC and housing staff for the next hearing. Commissioners also discussed that the parcel originated as redevelopment authority property and that deed/loan terms may limit future uses if VHDC fails to proceed; staff said those reuse constraints remain relevant.

Next steps: the commission requested VHDC and the housing department present a written progress and financing report at the commission's next meeting (or the special meeting staff schedules) before the commission considers any final extension.
