Code enforcement reports 425 cases opened; 369 abated and six owner‑removed demolitions in 2025

Isaiah Quant of Alliance Code Enforcement briefed the board on enforcement activity for 2025 and the department27s early 2026 priorities.

Isaiah said Alliance opened 425 cases to date, with 369 abated and closed and 22 still open and in progress. He reported 30 complaints inspected and found unfounded, and six structures were demolished by property owners in 2025 (including properties on North Main, Martin Luther King Street, Hemlock Street, North Main and Spruce Street addresses listed in the packet). He said roughly 75 of the abated cases were overgrown lots, 48 were junk piles or open storage, 18 were junk/nuisance vehicles, 17 were minimum‑housing violations, eight were animal complaints and five were zoning violations.

Isaiah described the town's enforcement sequence: a door hanger for initial notice on overgrowth (seven days to comply), a notice of violation and then a notice of hearing for minimum housing cases (30 days to remedy before a hearing; hearing notice given between 10–25 days), and civil penalties for recurring open‑storage violations at $50 per day. For junk or nuisance vehicles the process may include a hearing and a tow notice that gives owners seven days to remove or repair a vehicle before tow and storage rules apply.

Isaiah said one case (109 William Street) is on hold while Faith Promise of Davy County engages to bring the property into compliance, and he flagged roughly nine additional demolitions he hopes will occur soon.

The board had no objections to the procedural changes outlined and proceeded with related agenda items that evening.
