Board approves financial, administrative and personnel consent calendars; approves small student fee changes

The Yellow Springs Exempted Village School Board adopted its financial, administrative and personnel consent calendars by unanimous roll call and approved two modest student-fee changes.
Finance staff reported May revenues above benchmarks driven in part by property taxes and reviewed interest-earnings and arbitrage implications for project accounts, noting one $15 million note that is treated differently under arbitrage rules. Staff also presented appropriation changes tied to debt issuance and the building projects and temporary appropriations for FY2024–25; final appropriations will be set in August.
On student fees, the board approved a $30 replacement fee for the Yonder cell-phone pouch (a mid-year addition) and approved an AP exam fee increase from $97 to $98. Staff said fee waivers or adjustments are available for families eligible for free or reduced-price lunch and urged families to complete forms that affect federal funding calculations.
The board also renewed the district’s food-service contract for the 2024–25 year as allowed under the bid cycle and discussed that food-service operations typically run at a loss in a district of this size; the administration said it will go out to bid on the three-year cycle next winter.
Roll call votes on the consent calendars were recorded as Magnus, Potter, Bailey and Hling voting yes; motions passed 4–0.
