The Wyoming Board of Education on its December agenda advanced planning steps for a proposed $72.5 million bond and approved a resolution to begin advertising for a Construction Manager at Risk, a statutory process that requires a 30-day qualifications posting.
Board leadership told members the district will post the Construction Manager at Risk request this week and that the formal ranking of design firms on the agenda identifies Richley Architects as the top-ranked firm, with staff directed to begin negotiations with that firm and to move to the next-ranked firm if talks fail.
Finance committee discussion preceding the board action outlined the bond financing approach: the district plans to issue bond anticipation notes and intends to invest a portion of the bond proceeds to generate interest. "Big news there coming up starting tomorrow," the board reported regarding the district's plan to begin an anticipated investment period for roughly $15 million of the bond funds to generate income.
Board members were also briefed that Moody's will visit the district this year as part of the upcoming rating process for the bond issue. The chair described participation in the Greater Cincinnati Insurance Consortium (GCIC) as background on benefit-cost trends; that consortium information does not break out district-level spending.
The board's actions were framed as procedural steps to advance the primary facilities project toward design and procurement rather than final approvals to spend bond proceeds. Staff said the CMR advertisement will sit for the statutory 30-day period to receive qualifications, after which finalist interviews and negotiations will follow.
