Board refers Great Neck Middle School discrimination complaint to hearing officer; findings due by June 3

Following a closed session conducted under Virginia’s open‑meetings exceptions, the Virginia Beach School Board certified that only lawfully exempted business was discussed and adopted a resolution to refer a parent complaint concerning Great Neck Middle School to an independent hearing officer.
The resolution, read into the public record by the vice chair, recited that the parents filed a complaint on 03/10/2026 alleging discrimination, harassment and retaliation regarding a student discipline matter and that the school administration’s investigation (issued 04/03/2026) had concluded there was not sufficient evidence to substantiate discrimination, harassment or retaliation but had recommended remedial measures. The board reviewed the investigation and supporting evidence on 05/12/2026 and decided to submit the matter to a hearing officer who will hold a hearing and provide findings of fact and recommendations no later than 06/03/2026.
The resolution further directed the school board attorney or designee to retain the hearing officer, instructed administration to notify the parents and student of the decision, and ordered that the decision, supporting documentation and any recording of the hearing be placed in the student’s official file.
The clerk announced the certification and resolution votes: the certification passed with 9 ayes and 2 abstentions; the motion to refer the matter to the hearing officer likewise passed with 9 ayes and 2 abstentions.
What happens next: the school board attorney will schedule the hearing with an independent hearing officer and administration will notify involved parties; the hearing officer’s report is due by 06/03/2026 and will be entered into the student’s records as ordered by the board.
