Clearfield County commissioners approve $6.1 million in bills, personnel actions and multiple contracts

On Feb. 24, 2026, the Clearfield County Commissioners unanimously approved $6,096,485.65 in General Fund bills, personnel changes, several service and lease agreements, an appointment to the Conservation Board, and authorized bids and an RFP for county projects and equipment.
The Clearfield County Commissioners, chaired by Chair Winters, met Feb. 24, 2026, and unanimously approved a slate of routine but consequential items including minutes, bills, personnel changes and several contracts.
Controller Rob Edwards presented bills for approval totaling $6,096,485.65 to the General Fund, plus smaller amounts for Liquid Fuels ($1,296.42), the 911 Fund ($39.99), Domestic Relations ($3,832.79) and Children & Youth ($421,838.54). Commissioner Glass moved to approve the bills and Commissioner Sobel seconded; the motion carried unanimously.
The board approved personnel actions: the hiring of Kate Roberts as a temporary part-time Department Clerk II in Elections, effective Feb. 24, 2026, and the separation/retirement of Caitlin Strait, County Social Service Aide with Children & Youth Services, effective Feb. 16, 2026. Commissioner Sobel moved to approve the personnel changes; Commissioner Glass seconded and the motion carried unanimously.
The board approved several contract and procurement items. Commissioners approved a Digitization Services Agreement for the Register & Recorder’s Office with Print-O-Stat, Inc. (see separate item on the digitization project). They also authorized a 60-month lease with Quadient Leasing, USA Inc., for a new postage machine at $306.83 per month; Commissioners Sobel and Glass moved and seconded the lease approval, and the motion carried unanimously.
The board voted to approve an addendum to the Purchase of Service Agreement with Pathways Adolescent Centers, Inc., and separately approved a Purchase of Service Agreement with Woods Services for use by Children & Youth Services. Commissioner Sobel moved the Pathways addendum; Commissioner Glass moved the Woods Services contract; both motions were seconded and carried unanimously.
Chair Winters announced an opening on the county Planning Commission (term to Dec. 31, 2028) and asked interested residents to contact the county by March 6, 2026. The board also appointed Mike Kennis to fill an unexpired Farmer Director term on the Clearfield County Conservation Board through Dec. 31, 2026; Commissioner Glass moved the appointment and Commissioner Sobel seconded; the vote was unanimous.
The commissioners granted permission to advertise bids for renovations at 318 E. Locust Street to accommodate District Judge Morris’s office; a preconstruction/bid meeting is set for March 4, 2026, bids are due March 9, 2026, and bids will be opened at the March 10, 2026 Commissioner meeting. The board also approved advertising an RFP for a new Voice Over Internet Protocol (VOIP) phone system to replace the county’s aging analog phones; Commissioner Glass explained the current system has “aged out” as the reason for the RFP.
Solicitor Heather Bozovich reported tax bills will be sent to Tax Collectors and should be received by March 1, 2026. Commissioner Glass noted that SURE system updates have been completed for several township consolidations and that registered voters will receive updated Voter ID cards in the mail.
