Clearfield County approves information‑sharing pacts for probation, youth services

The Clearfield County Commissioners on Feb. 10 approved two information‑sharing agreements intended to improve coordination between substance‑use treatment, probation and children & youth services.
Chair Winters presented a Memorandum of Understanding with Clearfield Jefferson Drug & Alcohol and Clearfield County Probation that runs Jan. 1, 2026, through Jan. 1, 2029. The MOU allows sharing of information and sets referral requirements for mutual clients, the commissioners said.
The board then considered a Coordination Agreement with Service Access Management, Inc. (SAMS) to support continuity of care between county probation and Children & Youth Services. The agreement is in effect for two years and permits either party to terminate with 30 days' notice.
Both measures were approved by unanimous motions: the MOU was approved on a motion by Commissioner Glass, seconded by Commissioner Sobel; the SAMS coordination agreement was approved on a motion by Commissioner Sobel, seconded by Commissioner Glass. The meeting record states both motions "carried unanimously." No vote tallies beyond that phrasing were provided in the minutes.
Officials did not announce additional operational details, budgets, or reporting deadlines during the meeting. The solicitor reported no items, and the board thanked first responders and county crews for response to recent severe weather and fires. The meeting adjourned later that session.
