Neighbors tell Covina Valley board clogged drain and field lights are flooding yards and disrupting sleep

Residents from the neighborhood near Barranca Elementary raised maintenance and quality‑of‑life concerns during the public‑comment period on Feb. 12.

Yoonfei Ma, representing the Ter Oak Homeowners Association, described a clogged drainage pipe on or adjacent to school property that she said causes yard flooding during rain, brings standing water and mosquitoes, and may weaken structures. Rudolph Sosa (Rudy) said the drainage and grading from the soccer field redirect water toward adjacent properties and urged a new drain or a 90‑degree drop to fix the flow. He also described field lighting from SoFi and a baseball field that he said is angled in a way that floods nearby homes with light late into the night and suggested adjusting the fixtures or adding deflectors.
