The Planning Commission unanimously approved the Town Center Plaza French Corner redevelopment (Case PC-026-2026) on March 25, clearing the way for demolition of the former HulaHansa building and construction of two one‑story buildings with four restaurant tenant spaces.
Staff described proposed building materials (brick, tile, stone and metal accents), a motorized enclosed patio on the west building for year‑round patio use, and a reconfigured parking lot that consolidates parking to the west and north sides of the site. Applicant Dave Olsen (119th Street Investors LLC) said construction demolition would likely begin in early May and discussed reciprocal easements: pedestrian connectivity and cross‑parking are governed by recorded agreements that allow patrons and employees to use shared stalls across Town Center Plaza.
Olsen and tenant representatives said the development expects four restaurant tenants and has two signed letters of intent for high‑end operators; he said tenant spaces will vary in size, with the largest (about 6,000 sq ft) estimated to seat 150–200 and smaller spaces expected to seat 100–150. The applicant described a shared trash enclosure located on the west side of the site, sized for multiple rolling dumpsters and grease receptacles; trash service will be conducted early in the morning and the enclosure will be accessed via a 30‑foot drive to accommodate collection vehicles. Owner/manager Ian (Drake Development) said the cross‑parking agreement recorded in the 1990s provides broad access to Town Center stalls and that leased parking easements are in place as needed.
Commissioners asked detailed questions about trash handling, visibility, the 14‑foot separation between buildings, lighting levels and landscape timing; staff noted code enforcement will address operational complaints and that similar designs (e.g., Shake Shack) have been approved in Town Center. The motion to approve with revised stipulations carried by voice vote.
