Derek Olson, president of CSCA, addressed the Fillmore Unified board during public comment on May 5 to report progress in bargaining and to press for two outstanding protections.
Olson said negotiations have been productive and that the union and district had reached tentative agreements on several items. He identified two remaining issues: a contract provision that would permit the district to remove longevity step increases following an unsatisfactory evaluation — a policy he said could unfairly penalize employees who have documented medical or excused absences — and a diapering stipend for preschool staff that the union believes should be higher than the district’s proposed 2 percent.
"As it stands, an employee who is out due to serious illness and has exhausted their sick leave may still be subject to losing longevity pay," Olson said, asking the board to ensure reasonable protections for employees with legitimate medical circumstances. On diapering, he said the current MOU provides a 5% stipend to one preschool lead per site and that the union seeks a more equitable adjustment to recognize the responsibility and liability of diapering duties.
Olson concluded by saying he was confident an agreement could be reached and thanked the district for the collaborative approach in negotiations. The board did not provide a substantive response on the record during his comment time.
