Fillmore Unified board approves facilities contracts, change orders and several administrative actions; expulsion recommendation upheld

At its March 17 meeting the Fillmore Unified School District governing board approved multiple facilities and administrative items, including authorization of construction and contract changes and a recorded student-discipline action.
Facilities and capital projects: Assistant Superintendent Denise Barrington updated trustees on Measure G-funded work and other projects. Projects discussed included shade structures and ADA improvements at Cairo Elementary; a portable emergency power system at Piru to support community needs during outages; turf and field leveling; the Fillmore High School athletics complex (original contract price read into the record as approximately $26.5 million); a library and career-center renovation funded by Measure G; and an upcoming kitchen and cafeteria modernization funded by Measure G and Child Nutrition Funds.
During the meeting the board accepted a construction bid from Coast Construction for $449,009 to replace kitchen equipment at San Antonio and other elementary school sites, funded by Child Nutrition Funds. Trustees also approved a package of change orders for the Fillmore High School athletic complex; staff read change-order totals and an adjusted contract amount into the record (motion approved).
Student discipline and other administrative actions: The board approved the administrative recommendation for student expulsion case number 25-26-04. The roll-call vote was recorded as 3 ayes, 0 nays and 1 abstention (President Palacio abstained because of a family relationship). The board also accepted several donations to schools and extracurricular programs and approved comprehensive school safety plans for the 2026 school year.
Elections and oversight: Trustees adopted Resolution 25-26-18 to order the regular governing-board election consolidated with other local elections on Nov. 3, 2026, and included tie-resolution provisions (the board confirmed it will resolve a tie by lot). The board also appointed Stephanie Carilli to the Measure B & G Independent Citizens Bond Oversight Committee.
Why it matters: The meeting authorized routine contract awards and change orders that affect campus infrastructure and operations. The expulsion vote is the formal administrative action authorized under Education Code procedures and recorded in the meeting minutes.
What happens next: Projects that require DSA approvals remain under review as noted; the athletics complex had an estimated completion date of February 2027 as read into the record.
