District presents annual restraint and isolation data; staff outline debrief and prevention work

District staff presented the annual report on isolation and restraint, described how incidents are recorded and highlighted steps the district is taking to reduce use of those interventions.
Presenters explained that reporting can show spikes when incident forms record repeated moments of restraint or isolation during a single episode. For the current reporting year staff said there were roughly 470 reported incidents involving about 38 students; the presentation broke down incidents by elementary and secondary levels and across categories of students with different frequency counts.
Staff said changes are driven partly by reporting methodology and partly by student-case mix: some newly enrolled students arrived with higher needs and dysregulation that required additional supports. The district described preventive measures that have been implemented, including positive-behavioral interventions and supports, BCBA consultation, sensory-friendly environmental adjustments by occupational therapists, and post-incident debriefs to understand root causes and change practice.
Board members asked whether the data covered the whole student population or only special-education students; staff clarified the reporting covers district incidents and that many incidents involve students with IEPs, but occasional incidents among the general population are also included. Staff said new state guidance expected from recent legislation emphasizes professional learning to reduce the need for isolation and restraint.
The board received the report and had no immediate policy vote; staff said they will continue training and monitoring and will include the report in the district's annual submission to the state.
