The Bartlesville Civic Council on April 21 approved a resolution authorizing steps to issue combined-purpose general obligation bonds, Series 2026A. The resolution fixes details such as the amount to mature each year, the time and place of sale, designations for a paying agent and registrar, and approval of a preliminary official statement and continuing disclosure procedures.
Council staff noted Jessica Dawson was delayed in transit and was not present to give a full presentation; staff described the resolution as the procedural step that lets the city set a sale date and complete required pre-sale paperwork. "This resolution is just kind of the steps in taking so we can issue these general obligation bonds," a staff speaker said, and added that the sale date would be set at a special meeting in May.
A council member moved the resolution, it was seconded, and the clerk recorded affirmative votes from "Mister East," "Mister Kirkpatrick," "Vice mayor Dorsey," "Mister Sherrick," "Mayor Curt" and the chair. The motion passed.
The action authorizes the clerk to provide required public notice of the sale as required by law and confirms the city's continuing disclosure policies. Staff said further details, including the sale date and final bond sizing, will be addressed at the May special meeting when Dawson can be present to present the bond prospectus material.
After the vote the council recessed briefly to move to a budget workshop in the first-floor conference room.
