Ottawa County commissioners approve routine claims, award $108,500 tanker and table multiple land bids

The Ottawa County Board of Commissioners met in regular session at 9:00 a.m. Monday, April 6, 2026, and unanimously approved a series of routine financial and administrative actions. Chairman Mike Furnas and Commissioners Robert Clark and Scott Hilton were present.
On a motion by Commissioner Robert Clark, seconded by Commissioner Scott Hilton, the board approved a large batch of claims across general, health, highway and other funds covering vendors including Telecomp Holding Inc., Amazon Services LLC, Bolt Fiber and Welch State Bank. The motion carried unanimously with Furnas, Clark and Hilton recorded as voting "aye." The board also approved transfers of appropriations totaling $1,530.24 (Account #0001-1-2000-2005 to #0001-5-4600-2005 for $750.00, and Account #0001-1-2000-2005 to #0001-1-2500-2005 for $780.24).
The board approved Proclamation #2026.2 (National Child Prevention Proclamation) by the same 3-0 vote.
In procurement action, commissioners awarded bid #2025-2026.21 for a Peoria tanker to the Paonia Fire Department for $108,500.00. That award was moved by Clark, seconded by Hilton, and approved unanimously.
The board also approved two Ottawa County utility permits (RWD #7) with the legal descriptions recorded for: the corner of Section 23, Township 29, Range 21; and approximately 0.64 miles at the intersection of S 530 RD & E 20 RD in Section 21, Township 29, Range 22. Both permitting motions passed 3-0.
Several bids on county property submitted by Dustin Frazier, each offered at $100.00 and covering multiple legal descriptions (including Picher miscellaneous tracts and parcels in Sections 17, 20, 33 of Township 29, various ranges), were separately tabled on motions by Clark, seconded by Hilton. Each tabling motion was recorded as passing unanimously; no additional debate or final disposition was recorded in the minutes.
The board authorized requisition and receiving officers for the Ottawa County Health Department: Luke Elliott and Jennifer Goad were designated as requisition officers; Blythe Weaver and Sheri Redd-Thomas as receiving officers. That action passed on a 3-0 vote.
Commissioners provided activity reports: District 1 reported a visit to the state capital and discussions about federal budget cuts and a proposed transmission line (members noted options such as a one-time payment or ongoing revenue to property owners). Districts 2 and 3 reported routine maintenance work including spraying and road grading.
Finally, the board approved blanket purchase orders #3795-3796 and voted to adjourn. All recorded votes on motions were unanimous.
