Council approves new peddler licenses after debate on door-to-door solicitations

The council on May 11 approved a resolution to grant new peddler/solicitor licenses for individuals identified in the packet, with the licenses effective through Nov. 12, 2026.
Councilmember Josh opposed the resolution, saying he believes the city should not issue peddler licenses and that door-to-door solicitations “prey on what could be vulnerable seniors.” Brad backed that concern and urged revisiting the peddler policy. Dustin countered that it would be inequitable to deny applications now after some peddlers were approved in a prior meeting and urged the council to vote in favor.
After discussion the council approved the resolution by roll call (Mayor Noel Aye; Council member Perez Aye; Council member Randt Aye; Council member Weisenfeld No; Council member Scharstrom Aye; Council member DeVos No). The resolution appears on page 71 of the packet. Several councilmembers said they would pursue a review of the city’s peddler policy at a future meeting.
The council did not specify administrative changes to licensing procedures on the floor; staff indicated background checks are performed prior to license issuance and that these are new licenses (not renewals).
