Saint Peter council approves Minnesota River–Mankato watershed joint powers agreement

The council approved a joint powers collaboration agreement on May 11 to participate in the Minnesota River–Mankato One Watershed One Plan.
Curtis briefed the council on the decade-long framework the agreement creates for coordinating watershed projects among participating cities, counties and soil-and-water conservation districts. He said the agreement does not create a separate entity; rather, it lays out governance and a flexible project pipeline. Staff described a potential fiscal impact capped at not more than $2,500 per year, with current discussion pointing to approximately $1,000 annually to cover incidentals.
Daryl reported that most partner entities have already signed the agreement and that Blue Earth County would consider it at its meeting the following day. Curtis noted bylaws and appointments remain to be completed and indicated some funding opportunities could materialize later this year (August–September) for projects.
The council approved the joint powers agreement by roll call (resolution on packet pages 56–57). The council will later designate a representative to the steering team and address bylaws and annual appointment scheduling.
