Council approves North 4th Street assessments and awards $769,404 construction bid

The Saint Peter City Council on May 11 advanced the North 4th Street improvement project, approving resolutions to declare and prepare proposed assessments and awarding the construction contract to the low bidder.

City staff member Jeff reviewed the project scope—sanitary sewer main, water main, storm sewer, curb and gutter, street resurfacing and sidewalk—between Chatham and Skaro streets. He reported six competitive bids; the low bid from Holt Meyer Construction (Mankato) totaled $769,404.18, well under the city estimate.

Jeff summarized the financing approach and assessment methodology. He stated the city’s adopted flat assessment rates for 2026: $8,300 for street improvements and $2,250 each for sanitary sewer and water. Staff estimated total project costs (including contingency, engineering and financing) at about $927,220. Jeff told the council that private properties in the two-block area would be assessed approximately $112,950 in total under the city policy; the remaining portion would be borne by the city.

Council approved a resolution declaring the cost to be assessed and ordering preparation of the proposed assessments, then approved a separate resolution calling a public hearing on the proposed assessments. On the construction contract, Jeff recommended awarding the work to Holt Meyer Construction; the council approved the resolution awarding the bid by roll call.

Jeff said construction is required to begin after the city pool closes so that families and children can access the pool without construction impacts; staff indicated a completion target of Oct. 31 with final punch-list work possibly extending into 2027.

The council set the assessment hearing date in packet materials (assessment resolutions on pages 22–23) and approved the bid award (resolution on page 32). Property owners affected by assessments will receive notices per the city’s assessment policy.
