Kirk described the project as the next phase of the water resource recovery facility and said the work includes a gravity line starting near Nelson and Haven and running to the new plant. He told trustees that the loan program would help pay for the work and that the ordinance was before the board as a first read; trustees asked no substantive questions and the item will return for future action.
Because this was a first read, no formal vote or borrowing authorization occurred at the meeting. The board indicated staff will bring the item back for additional consideration and a vote at a later meeting when more information or a formal ordinance is ready.
