Committee accepts ARPA final report, approves opioid settlement closeouts and reviews Human Service Center reconciliation

Oneida County Finance Director Smigielski reported on May 6 that the county’s final ARPA report has been submitted to the U.S. Treasury and documents all ARPA‑funded projects; Smigielski said the county received $6,913,911 in ARPA funds.
Smigielski also reviewed opioid settlement tracking: a monthly tracking report and the 2025 annual report required by state statute that shows beginning balances, disbursements and a project breakdown by authorized categories. The committee discussed interest income and Smigielski recommended that interest remain in the settlement account. The committee voted unanimously to approve a resolution to close out certain projects using opioid settlement funds and forward the resolution to the County Board as a consent item (motion Holewinski/Condado).
On Human Service Center fiscal matters, Smigielski explained a three‑county Memorandum of Understanding covering residual funds and noted two accounts: an escrow account that maintains a $250,000 balance and a Health Reimbursement account for HSC employees administered by Diversified Benefits. He said insurance payments for services provided in 2024 and prior are still being received and that any funds above the $250,000 escrow are disbursed to the partner counties. The committee requested reconciliation reports twice per year.
Smigielski briefly outlined the 2027 budget schedule and kickoff memos, reminding members of a Nov. 16 Wisconsin Department of Revenue deadline and an official hearing on Nov. 10; he asked departments to flag potential cuts for upcoming hearings.
Motion to approve the opioid closeout resolution passed unanimously and will be forwarded to the County Board as a consent agenda item.
