Mills and Fremont county health boards approve FY27 28E agreement, $300 septic lateral fee and two hires

The Mills County Board of Health and the Fremont County Board of Health met jointly on March 16, 2026, in Tabor and unanimously approved a fiscal-year 2027 28E intergovernmental agreement between the two counties, a new $300 fee for septic lateral replacement or addition in Mills County, and two part-time homemaker hires.
Clint Blackburn, vice chair of the Fremont County Board of Health and board of supervisors liaison, moved to approve the 28E agreement on behalf of Fremont; Angie Alley, RPh, seconded the motion, which passed on a unanimous "all ayes" vote. On the Mills side, Paul Curry, RN, moved and Jill Ford, vice chair of the Mills County Board of Health, seconded a parallel motion to approve the same 28E agreement; that motion also passed unanimously, completing mutual approval of the intercounty agreement.
The Mills board also voted to add an additional $300 charge specifically for septic-system lateral replacement or addition. The motion was made by Paul Curry, RN, and seconded by Jill Ford; board members recorded unanimous assent.
Personnel actions approved at the meeting included two part-time homemaker hires. Megan Major, a Mills County board member, moved to hire Madison Queen-Kratz as a part-time homemaker at $17 per hour with a March 10 start date; Jill Ford seconded, and the motion passed unanimously. Major also moved to hire Sheri Hollander as a part-time homemaker at $17 per hour pending successful completion of preemployment requirements; Paul Curry seconded that motion and it passed unanimously.
Other procedural business included approval of the meeting agenda (after a motion by Megan Major to move Fremont agenda item 14 to item 7) and acceptance of the February 9, 2026 minutes for both boards. Both boards adjourned following routine closing motions. The boards set their next joint meeting for May 11, 2026.
