County approves contract to replace Pioneer library roof; city to cover 60%

The Kandiyohi County Board on Feb. 3 authorized Facilities Maintenance Director Andy Thorson to award a roof replacement contract for the Pioneer library to the McDowell Company under a cooperative purchasing agreement.
Thorson said the library roof is original to the building (1999), is complex — composed of multiple main roofs and numerous small roof areas — and was specified as a modified built‑up roofing system with a 30‑year warranty and the potential to become a 50‑year system with a future overlay. The city unanimously passed a resolution the previous evening authorizing the county to enter the contract with McDowell.
Commissioners questioned whether competitive bids should have been solicited. Thorson said using the cooperative contract avoids hiring an engineer and saves an estimated $50,000–$70,000 in engineering fees. He also said the cost split is 60% city and 40% county; the county share is already budgeted in the capital improvement plan.
Commissioner Hamburg moved approval; the motion was seconded and passed by voice vote.
