Perkins commission approves ARPA payments, park lights, two emergency ordinances, police vehicle and easement; executive session yields no action

At its Feb. 10 meeting the City of Perkins approved a set of infrastructure, procurement and municipal‑code actions the commission said were intended to move several long‑running projects forward.
Water and sewer infrastructure: The commission approved Cowen Engineering invoice #10525 for $900 (funded by the Oklahoma Water Resources Board and American Rescue Plan Act funds) and a disbursement request for $450 from ARPA funds tied to the joint Iowa Tribe of Oklahoma and City of Perkins water tower project. Staff reported the lift station construction is nearly finished and the engineer signed off on pay application #5; the commission approved contractor payment application #5 in the amount of $135,375 to the construction contractor using OWRB/ARPA funds.
Parks purchase: Commissioners approved using lease‑purchase funds not to exceed $27,000 to buy 30 LED ballfield lights for Dixon Park. Parks representative Trent said poles were donated and the supplier agreed to honor a prior quote.
Ordinances and purchasing policy: The commission approved Ordinance 5‑20 to amend city code on purchasing and disposition of surplus property (delegating disposal of items valued under $500 to the city manager and clarifying procedures for items above that threshold) and declared an emergency to make the ordinance effective immediately. The commission also approved Ordinance 5‑22, a new chapter establishing procedures for closing public ways and easements (notice, hearing, definitions) prompted by a request to close a street for the Coop Building, and declared an emergency on that ordinance as well.
Other approvals: The commission accepted a drainage easement from Chad Greenlee for approximately 887 square feet at the northwest corner of 110 North Timberline Drive to complete a TAP sidewalk connection into Peters Park. It also authorized purchase of a 2025 Ford Explorer PI SUV for the Perkins Police Department at $46,371 under state contract and approved upfitting (lights, sirens and related equipment) not to exceed $20,000.
Executive session and personnel: The commission entered executive session under 25 O.S. §307(B)(1) to discuss employment matters concerning the city manager. After reconvening in open session the commission reported no action would be taken as a result of the executive session.
All motions reported in the meeting minutes carried on roll‑call votes by commissioners present unless otherwise noted. Staff will proceed with disbursements, purchases and ordinance codification as approved.
