Dallas County conservation board declines request to serve as grantee for proposed mitigation‑bank easement

Nichoel Church, an environmental scientist with Snyder & Associates representing ISPD, Inc., asked the Dallas County Conservation Board on April 14 to consider serving as the grantee for a conservation easement on a wetland parcel outside Granger. Church said the easement would prohibit farming and future development while ISPD would continue managing vegetation and explore establishing a mitigation bank to generate credits.
Director Curt Cable told the board any easement agreement would need clear language defining the board's responsibilities and emphasized that "the Board would neither own nor maintain the property." Board members pressed for clarity on mitigation‑banking requirements and long‑term maintenance, and expressed concern that a private mitigation bank could overlap or compete with county mitigation efforts.
Rebecca Hillmer moved, and Dave Kraayenbrink seconded, a motion to decline serving as the grantee for the proposed conservation easement. All members present voted "aye," and the motion carried. Board member Scott Hall said the concept might have merit in another context, but did not align with the board's current mission.
The presenters offered to provide additional information if the board wished to revisit the topic; the board gave no indication of reversing the decision at this meeting.
