The Canal Winchester Planning and Zoning Commission opened a public hearing May 11 on conditional use CU-26001, a request to operate an adult day program for adults with severe developmental disabilities at an existing church at 80 West Columbus Street.
Staff presentation explained the proposal would use three rooms Monday–Friday from 7:30 a.m. to 4 p.m., with a peak capacity of 12 participants and a staffing plan that begins at one staff member per six participants and adds a second attendant as numbers rise. Planning staff recommended approval contingent on compliance with applicable state permitting and occupancy requirements.
Neighbor Kathy Giles, who identified her address as 64 West Columbus Street, said her property was omitted from the notice list and pressed the commission for operational details, focusing on staffing and medical care. “My concern is staffing of this facility,” Giles said. She asked whether a nurse would be present and how medication and higher-level medical needs would be managed. Giles also referenced state rules on ratios: “I know the ratio is, according to Ohio codes, is 1 staff member to every 6.”
Staffer Mister Moore told commissioners he was “99% confident” that mailed notices reached the adjacent property owners and said the application’s materials show staff-to-client ratios and parking provisions; he explained that local conditional-use approval is a zoning step that precedes the applicant’s separate state licensing and occupancy approvals. “This would be kind of their first step,” he said, noting the applicant was aware of tonight’s public hearing but did not attend.
Commissioners debated whether to proceed without the applicant present and agreed additional information and direct answers to resident questions would be helpful. Commissioner Deeds moved to table CU-26001 pending applicant attendance; Commissioner McDonald seconded. On roll call the motion carried and the application was tabled.
Next steps: the commission’s tabling means staff will not act to approve the conditional use without the applicant returning to answer operational and notice questions. The item will be placed on a future agenda when the applicant can appear.
