Keith County commissioners approve routine claims, grants and a liquor license; hold executive session on health insurance

Chairman Corey Crandall presided as the Keith County Board of Commissioners met April 21 at the courthouse in Ogallala and approved routine business including the agenda, previous meeting minutes and payment of county claims. Commissioner Lane Anderson moved to approve the agenda; Commissioner Dale Schroeder seconded, and all five commissioners voted aye.
The board reviewed written claims for multiple county funds before approving payment. Listed expenditures included General Fund vendors such as the Law Office of Steven E. Elmshaeuser ($9,190.00) and Van Diest Supply (chemicals, $2,491.75); Road & Bridge purchases; Visitors Fund payments; and Visitors Improvement Fund items including a $22,320.00 website charge to Granicus and a $35,905.00 KCAD improvement grant.
Chief Deputy Paul VanBiljon told the board the jail held seven prisoners with six others farmed out. Highway Superintendent Thomas Wilbur presented the highway report (minutes note the report but do not list detailed items).
On surplus property, Commissioner Dale Schroeder moved to declare the list of items provided by the Highway Superintendent as surplus; the motion carried unanimously. Commissioner Joan Ervin then moved to approve disposing of 18 office chairs from that list; the motion also passed with all five commissioners voting aye.
The board approved a liquor license for Horny Devil LLC, doing business as Hooks Lake Bar, on a motion from Commissioner Schroeder and a second from Commissioner Ervin; the vote was unanimous.
Commissioner Schroeder moved to reschedule the board's June meeting from Wednesday, June 3 to Tuesday, June 2; the motion carried. Tourism Director Shawn Rubek of the Keith County Chamber updated the board on the Visitors Committee. The board approved an $11,000.00 promotion grant to the Keith County Ag Society for fair advertising and a $2,320.92 promotion grant to the Association of Nebraska Arts Council for conference advertising; both motions passed unanimously.
At 9:04 a.m. Commissioner Joan Ervin moved to enter executive session to discuss health insurance and medical matters; Commissioner Lori Wortman seconded. Clerk of the District Court Tina DeVoe remained for the session. The board returned to open session at 9:20 a.m. The minutes record no formal action resulting from the executive session.
Board members gave reports and received correspondence before adjourning. The board scheduled its next meeting for April 29, 2026 at 8:00 a.m. at the Keith County Courthouse in Ogallala; auditors Regier Carr & Monroe, LLP, CPAs were listed on the agenda to present a budget draft at 8:30 a.m.
