Mayor says heat-pump phase will reach five villages; Assembly approves signatory addition

Mayor Dickie Moto told the Northwest Arctic Borough Assembly on Oct. 2 that the next phase of a borough heat-pump program will go to five villages — Shungnak, Kobuk, Deering, Noatak and Selawik — and thanked staff for recent water- and sewer-related work.
Moto raised infrastructure concerns about airport aprons in Noatak and Kivalina and said the borough may need a budget revision to finish apron work. He also thanked Public Services Director Johnson for tracking expenditures.
VIF Project Manager Hiram Walker reported a Veterans Park is being developed and that project drawings for Selawik are pending; Walker said an application will be submitted for the park. Treasurer Jade Hill (recorded as Treasurer Hill in the minutes) provided a financial summary as of Aug. 31, 2025; Assembly member Craig McConnell noted that state funding had offset a Public Services overbudget condition.
The Assembly unanimously approved Resolution 25-43 to add Melissa Ivanoff as an authorized signatory for borough checks after Director Johnson summarized the resolution and Haviland Lie moved for approval, seconded by Walter Sampson.
During member comments, McConnell thanked staff for recent water restorations in Selawik and noted available VIF emergency funding; several members reminded residents to vote in the upcoming election and mentioned upcoming community meetings and conferences. President Nathan Hadley Jr. offered condolences to the Tate family and raised concerns about EBT benefits amid possible federal budget disruptions.
The Assembly adjourned at 11:23 a.m.; its next meeting is set for Oct. 27-28, 2025.
