HENDERSONVILLE, N.C. — The Henderson County Board of Commissioners on April 6 adopted an initial financing resolution authorizing staff to negotiate an amendment to an existing installment financing contract to fund a courthouse annex and related judicial center improvements.
The resolution, prepared by bond counsel, authorizes the county to seek an installment financing contract with a not‑to‑exceed placeholder amount of $102 million and directs the Financial Services Director to apply to the North Carolina Local Government Commission (LGC) for approval. The resolution also set a public hearing for April 15, 2026 at 9:30 a.m. at the Historic Courthouse so the public may comment on the proposed financing.
County staff said the $102 million figure in the resolution is a safe‑harbor placeholder for the financing authorization and does not itself state the final borrowing amount. The resolution directs the county to retain bond counsel, a financial advisor and an underwriter; it also includes a declaration of intent to reimburse certain capital expenditures from financing proceeds consistent with federal tax rules.
The Board voted to adopt the resolution and to publish notice of the April 15 public hearing. The public hearing is part of the LGC application process and will allow residents an opportunity to comment before the Board finalizes the proposed financing.
